N. Darfur camp coordinator: justice before peace
The coordinator of North Darfur camps, Omda Ahmed Atem, heavily critictized the Doha Document when speaking to Radio Dabanga on Tuesday, 18 September. In addition, displaced persons stated that security, freedom and justice must be accomplished before any peace talks can take place. Atem stressed that peace is the top priority in Darfur but that it cannot be achieved until the displaced persons’ demands are met and perpetrators are brought to the International Criminal Court (ICC) in the Hague, the Netherlands, what did not yet happen. According to the omda, the Doha Document neglects justice and victims’ compensation. He suggested that peace will not be achieved with the Doha Document because it does not mention the ICC warrant against the following: President Omar al-Bashir, Minister of Defense Abdelrahim Mohamed Hussein, South Kordofan Governor Ahmed Haroun and Janjaweed leader Ali Kushayb. In addition, Atem said the Doha Document depends on domestic prosecution to be effective. However, he said, in 10 years of conflicts in Darfur, perpetrators were not brought to justice. He added that the Sudanese government is unwilling and unable to prosecute anyone charged, what proves to victims that nothing will happen.
