In the immediate wake of the Doha civil society conference for Darfur, the Justice and Equality Movement (JEM) spokesman, Jibril Bilal, said that the results of the conference are fit to be guidelines for negotiations and possible agreements. He said that the movement is waiting for the mediator to determine the negotiation steps between it and the government after the conference recommended that the talks continue.
Bilal stated, however, that the movement considers that the civil society conference in Doha failed to adopt the Darfur Peace Document in full, rather only on the major issues. He affirmed that the document would form the basis for a peace process.
Likewise, the National Congress Party announced its readiness for a dialogue with the rebel factions, based on the framework of the negotiation process according to the document which was adopted by the Doha conference. Dr. Azhari El Tijani, the head of the Darfur constituency in the party, called on all the armed movement to bring an end to the long-time crisis and described the document as a victory for the people of Darfur.
