Darfur Regional Authority criticises delay in implementing security arrangements
The Darfur Regional Authority (DRA) has acknowledged the failure of the “ceasefire mechanism” to implement the verification of the Liberation and Justice Movement (LJM) forces, as agreed on between the Sudanese government and the LJM. According to the Doha Document for Peace in Darfur (DDPD) the Cease Fire Commission, headed by Unamid, has to verify the former rebel fighters before thier integration in the regular army. The DRA Legislative Council on 13 November passed a report of the DRA Legal and Security Affairs Committee, stating that “the delay in the verification of the LJM troops cannot be justified”. The DRA holds the national government, the LJM as well as other parties involved responsible for the failure in implementing the verification. “The outbreaks of tribal conflicts are not sufficient reasons for not implementing the verification phase.” The DRA Committee, chaired by Muhyeldin Abdallah Abdeljabbar, recommended the formation of an urgent Council Commission to discuss “with the parties to the agreement and the ceasefire mechanism the best way to push for the implementation of the DDPD security arrangements”. In its report, the Committee praised the efforts by the Higher Committee for the Implementation of the Doha Document, chaired by the President of Sudan, “to overcome shortages of funding”.
