The Government of West Darfur yesterday at Jebel Moon signed an agreement with the Reform and Liberation Movement, a minor rebel faction. The agreement was signed in the presence of Ghazi Salah Al Din, the presidential advisor responsible for Darfur. The text of the agreement stipulates the integration of the movement’s forces into the military and security and the participation of some leaders of the movement in the state government. The parties also agreed to work toward development of the region. Ibrahim Naser signed for the rebel group while Mohamed Musa signed for the government. The RLM is a combination of two small splinter groups, one from SLA-Abdel Wahid and one from JEM-Khalil Ibrahim. The groups splintered from the larger rebel groups around the time the government took Jebel Moon by force in May 2010, or beforehand.
