Darfur Bar Assoc: ‘NISS to pay blood money for man slain under torture’

The authorities informed the family of the Fayez Abdallah, who died under torture in the office of the National Intelligence and Security Service (NISS) in El Tartar in South Kordofan, that it would pay them blood money.

The Darfur Bar Association said in a statement on Friday that the offer of blood money, and acceptance of blood guilt must be in accordance with specific legal procedures before the prosecution and the judiciary.

The statement said that the procedures for burial of the body, which was supervised by the Public Prosecutor’s Office, are flawed in terms of law, as the prosecution does not replace the family of the martyr in such a crime. NISS officers ordered them to be buried without the knowledge of their relatives.

Fayez Abdallah, Hasan Tulga and Mohamed Zakariya were detained from a gold mine in the area of El Tartar on December 28.

All three were reportedly tortured. Abdallah and Tulga died of their wounds. Zakariya was transferred to Khartoum in critical condition.

Abdallah was from South Darfur, a retired soldier working in gold mines in El Abbasiya. According to the testimony of colleagues and lawyers in the area and the Darfur Bar Association, he was listening to Radio Dabanga just before being taken to the security offices on December 29. He died on the second day of his detention.
